History and Description

The Economic Development District was refocused in 2000 and renamed the Mid-Willamette Valley Community Development Partnership. The organization continues to pursue the same general mission first established in 1985 but now also includes the responsibility for operating the Oregon Lottery-funded regional development programs and is the designated economic development district.

The general mission of the organization can be summarized in the following four statements:

  • Improve access by local governments and small businesses to federal and state development programs and resources;
  • Facilitate and promote intergovernmental networking and planning;
  • Provide coordination and staff support to community and economic development initiatives undertaken on a regional basis; and
  • Provide a political forum for the consideration and resolution of regional development issues.

Regional Investment Projects

The Partnership Board also serves as the Regional Investment Board, allocating Oregon Lottery funds each biennium to development projects in the region from two programs: the Rural Investment Fund, and the Regional Investment Fund.

After the Oregon Legislature completed its work in July, 2003, the Partnership Board developed a new economic development strategy to guide the use of the approximately $700,000 for development projects in the three counties. The strategy is much more focused on direct job creation in the new biennium with a portion of the allocation set aside for immediate economic opportunities in which a beneficiary company has been identified that can create jobs within 18 months and another portion of the funds to support projects that have a long term economic impact.

All of the preliminary planning work was completed in March, 2004, and new development projects were funded in two areas: Immediate Job Creation Opportunity Grants to companies or communities that need funds for projects that will result in the creation of new jobs and private investment in the short term; and Rural Investment Fund Grants to projects in communities of under 25,000 population that will lead to job creation over a longer five year term.

The Immediate Job Creation Opportunity grants were awarded in May, 2004, with a second round of grant awards in April, 2005. The Rural Investment Projects were awarded grants in September, 2004. The grants awarded for each category are listed below.
