SKATS Air Quality Program

The Clean Air Act and state and federal transportation conformity regulations require non-attainment areas to demonstrate that transportation plans and transportation improvement programs conform to the state's air quality implementation plan.

Currently, the Salem-Keizer area is designated as a non-attainment area for carbon monoxide (CO). Monitoring for over 10 years has shown that CO levels have steadily declined and continue to be far below the national standards.

The Oregon Department of Environmental Quality is currently developing a Carbon Monoxide Limited Maintenance Plan for the SKATS region, to be completed in 2007.

Until the SKATS region is designated as "attainment" for CO, the region will need to demonstrate that the RTSP and TIP conform to the state's air quality implementation plan.

The adopted 2031 RTSP and FY 08-11 TIP both meet the transportation conformity requirements. The document detailing this is available here (PDF).
