SKATS 2031 Regional Transportation Systems Plan (RTSP)

The RTSP, adopted on May 22, 2007, is based on 24-year projections of population, employment, and land use in the Salem-Keizer area. It provides a comprehensive, long-range plan for meeting our transportation needs over the next 24 years. The main portion of the plan identifies projects that have a reasonable certainty of being funded and result in an improvement in the air quality of the area. Another portion of the plan describes those transportation projects that the area would like to implement if additional funding was secured.

The RTSP was last updated in 2005. The current plan reflects new federal regulations that became law in late 2005. Two new chapters were added to the plan: one to address the safety and security of the regional transportation system, and one to examine how and where potential projects might impact environmental, cultural, or historical resources.
