Transportation Planning performed by the Council of Governments includes staffing for the Salem-Keizer Area Transportation Study (SKATS), which is the designated federal Metropolitan Planning Organization (MPO) for the Salem-Keizer urbanized area.
COG staff also assist ODOT with transportation planning in support of the Mid-Willamette Area Commission on Transportation (MWACT), which provides recommendations on transportation projects and planning within the MWACT area of Marion, Polk, and Yamhill counties.
