MTP Update 2023-2050
The SKATS Metropolitan Transportation Plan (MTP, formerly known as the Regional Transportation Systems Plan) provides a guide for maintaining and improving the current transportation system and identifies priority transportation investments. As part of the continuous planning process, the MTP is updated every four years, with the latest adoption on May 28, 2019 by the SKATS Policy Committee.
This update will culminate in a Public Hearing on May 23, 2023 to consider the draft MTP and AQCD (Air Quality Conformity Determination) covering the years 2023 to 2050 for adoption. Before that date, all chapters of the current MTP will be updated with the latest information, reviewed by the SKATS Technical Advisory Committee (TAC) and Policy Committee (PC), as well as being available for public review. Public outreach will take place throughout the next 16 months via a variety of methods – including mailers, online maps and comment forms, and presentations to interested groups.
We conducted a survey people living in the Salem-Keizer-Turner metropolitan area of their top challenges, issues, and concerns with their day-to-day travel. The results were presented to the Policy Committee at their April 2022 meeting (PDF).

Draft Chapters & Appendices
Draft chapters and appendices are available for review and comment. Prior to March 28, 2023, these documents will be those provided to the SKATS Policy Committee and Technical Advisory Committee for review during their monthly meetings. After March 28th, these will be the Public Review drafts that will be considered for adoption at the May 23, 2023 SKATS Policy Committee meeting.

Schedule
Below is the schedule as revised in April 2022 for this update which includes many opportunities for input from the public. This schedule will be updated as dates and events are confirmed. We welcome your ideas and participation! (Please note that due to the uncertainty surrounding the ability to safely hold in-person meetings within the next year, any in-person events will be scheduled and announced separately in the future).
Policy Committee (PC) meetings are held the fourth Tuesday of the month at noon, and Technical Advisory Committee (TAC) meetings are held the second Tuesday of the month at 1:30 pm both at the MWVCOG offices located at 100 High Street SE in Salem. Agendas and materials are posted one (1) week before the meeting on this website.
January 2022:
