The Salem-Keizer Area Transportation Study (SKATS) Policy Committee adopted the FFY 2027-32 Transportation Improvement Program (TIP, also referred to as the Metropolitan TIP or MTIP) on May 26, 2026. The TIP is a federally required planning document which contains a near-term listing of federally funded and regionally significant transportation projects scheduled for implementation in the Salem-Keizer metropolitan area and authorizes the allocation of federal surface transportation funding.

Every three years, the TIP is updated through a cooperative planning process led by SKATS with active participation from local jurisdictions, agencies, community groups, and members of the public. For details on how the TIP is developed visit:

SKATS Discretionary Funding

In October 2024, eligible project sponsors were invited to apply for SKATS discretionary funding as part of a combined solicitation to award funding available through four federal programs -Surface Transportation Block Grant-Urban (STBG-U), Transportation Alternatives-Urban (TA-U), Congestion Mitigation and Air Quality (CMAQ), and the Carbon Reduction Program (CRP). At the August 26, 2025 meeting the SKATS Policy Committee (PC) approved a list priority projects for inclusion in the draft 2027-32 SKATS Transportation Improvement Program (TIP):

  • South Salem Transit Center -Construction
  • Commercial Street Urban Upgrades: Wiltsey to Waln
  • Delany Road: Battle Creek Bridge
  • Delaney Road Street Improvements
  • 11th Street Sidewalk and Main Street ADA Ramps (Aumsville)
  • Wheatland Rd Multimodal Project: Jays to Aldridge (Prelim. Engineering only)
  • Orchard Heights Rd Pedestrian Improvements (Prelim. Engineering only)
  • Fisher Road Sidewalk Infill: Ward to White Oak
  • SAMTD Paratransit Vehicle Replacements (Partial funding)

How to Get Involved

Active public involvement is an integral part of transportation planning process. Outreach and engagement activities took place at key points in the TIP process including during the review of the application evaluation criteria; as applications were scored and prioritized for funding; and when the draft 2027-32 TIP was posted for public review.

TIP Update Schedule

Updating the SKATS TIP is a multi-step process with key dates listed below. For the full update schedule see the Timeline for Developing SKATS FFY 2027-32 TIP.

  • October 9, 2024 Kickoff of TIP Update
  • November 20, 2024 Pre-applications due to SKATS
  • February 25, 2025 Full applications due to SKATS
  • March, 2025 Project proposals available on website
  • April, 2025 Public review period soliciting comments on project applications
  • June, 2025 TAC and PC review project funding options and provide feedback
  • August, 2025 Policy Committee discuss/modify TAC recommendation; directs staff to prepare draft TIP and AQCD
  • February, 2026 Policy Committee release draft TIP and AQCD for public review
  • April, 2026 Review comments on draft TIP and AQCD
  • May, 2026 Public Hearing and adoption
