Metropolitan Transportation Plan 2027 Update

The SKATS Metropolitan Transportation Plan (MTP) addresses regional mobility, safety, maintenance, and improvements, for all modes of travel through the year 2050. The MTP provides a comprehensive, long-range look at the Salem-Keizer region and how to meet the anticipated transportation needs in a manner that is fiscally prudent.  

From February 2026 through January 2027, the chapters of the MTP will be updated to reflect the changes that have occurred since its last adoption in May 2023. This includes the expansion of the SKATS planning area to the south and east to include the city of Aumsville; revising the forecasts of federal, state, and local funds anticipated to be available for the operation and maintenance of the transportation system as well as constructing new or revising existing facilities; and using the latest forecast for the population and employment forecasts reflecting the land use assumptions from the local jurisdiction’s Comprehensive Plans.

Individual chapters will be posted to the SKATS webpage devoted to the MTP Update on a monthly cadence as they are ready for review. The draft MTP is anticipated to be available for public review and comment in early 2027. Adoption of the updated MTP is scheduled for May 2027. Public outreach events will be scheduled at key decision points in the development of this updated MTP: during Project Evaluation and when the Draft document is available. Notice of these public outreach events will be posted on this webpage, emailed to interested parties, included in the MWVCOG’s COG Connections e-newsletter, and mentioned in the MWVCOG Facebook feed.
